Example text

The military stance you require is that you should be able to inflict such losses on your opponent's nuclear forces, by means of pre-emptive strikes or defences, that he cannot do unacceptable damage to you. This means returning to a position that approximates to a monopoly of nuclear weapons. We shall call it Supremacy. The chances of success with this policy are likely to be small, not to say negligible, since your opponent is likely to produce counter-measures to any measures you introduce; and you can never know how your weapons and his will work unless you have a nuclear exchange.

There has been more opportunism than consistency in the way the notion of 'nuclear blackmail' has been used. The judgement whether it is advantageous to make a nuclear threat will not depend on a military calculus, meaning an expert estimate whether your forces are stronger than those of the other side and will win. For if you alone have nuclear weapons, your forces are incomparably the stronger in destructive power. That being so, you must turn to political rather than military considerations in order to judge whether it will be to your advantage either to make a nuclear threat or to use nuclear weapons.

It follows that how closely you have to pursue balance in arms is a function of how far your opponent's forces have an offensive capability; and how far he has to react to your forces depends on how far your forces have an offensive capability. It is the offensiveness of the non-nuclear forces chosen and offensive forces may or may not be avoidable - that is the military cause of competition to acquire arms. Yet - and this is perhaps the more important point - if forces are offensive, a balance of forces will not yield stability and security.
